Ministry of Finance proposes draft federal AI law

The Ministry of Finance has developed a draft federal law on the regulation of AI, mandating that all stages of AI model development and training occur in Russia. The bill adopts a risk-based approach to AI regulation, with requirements varying based on the impact of AI systems on human life and society, and introduces concepts of sovereign, national, and trusted AI models. Citizens will have the right to challenge decisions made by government agencies and state-owned companies using AI through a pre-trial procedure, and may seek compensation for harm caused. Developers must eliminate discriminatory algorithms and prevent illegal content creation, while all AI-generated audio-visual materials must include a warning label, which large social networks are required to verify or label themselves. The law is set to take effect on 1 September 2027.
