The Ministry of Science and Technology has proposed a comprehensive draft “List of High Technologies Prioritized for Investment and Development” and “List of Strategic Technologies and Products” to fulfill the mandates of the 2025 High-Tech Law and Government Decision 2835/QĐ-TTg. The document categorizes key technological fields into several appendices, prioritizing advancements such as artificial intelligence (specifically Vietnamese LLMs, AI chips, and virtual assistants), 5G/6G mobile networks, blockchain infrastructure, and autonomous robotics. It also identifies strategic sectors including semiconductor chip technology, advanced biotechnology (such as gene and cell therapies), and green energy solutions like solid-state batteries and safe nuclear reactors. The proposal emphasizes a “Make in Vietnam” approach by setting specific criteria for high-tech enterprises, including requirements that at least 70% of revenue must derive from high-tech products and that a significant portion of the workforce must be highly qualified R&D personnel. By establishing these clearly defined lists and associated tax incentives, the Vietnamese government aims to create a robust legal corridor that fosters innovation, enhances national competitiveness, and secures a leadership position in the global digital economy by 2030.
