The resolution highlights the necessity of preventing adversaries, particularly China, from surpassing the US in AI capabilities, given China’s efforts to enhance its weapons systems and cyberattack potential. It acknowledges the US advantage in computing power, with American chipmakers producing significantly more advanced chips than their Chinese counterparts, and calls for continued efforts to restrict China’s access to advanced chip technologies. The resolution also stresses the need for the US to build the most powerful supercomputers and next-generation AI models domestically, prioritize domestic companies’ access to cutting-edge AI chips, and export the full US AI stack to allies while limiting access to the most advanced technologies for restricted countries.
