It is reported that during the 2025 Vietnam International Digital Week, Minister of Science and Technology Nguyen Manh Hung emphasized Vietnam’s commitment to developing open-source AI as a means for smaller nations to master and apply advanced technologies. Minister Hung highlighted the necessity for AI to operate within a “narrow corridor” – i.e. an art of balance between global and local, cooperation and sovereignty, large tech corporations and startups, technology and application, use and mastery, creativity and regulation, global infrastructure and national infrastructure, open data and protected data, general AI and specialized AI. The event, held in Ninh Binh and Hanoi from 27 to 29 October, gathered approximately 800 delegates, including international leaders and representatives from organizations like the United Nations and the World Bank, to discuss strategies for safe and transparent AI governance.
