Minister Lau underscored the importance of hands-on experience with AI tools to understand their capabilities and limitations, urging public officers to engage in mandatory AI literacy courses to remain relevant. Minister Lau also advocated for creating environments that encourage ground-up innovation, citing the AI Incubator Programme where civil servants developed AI prototypes to enhance services in areas like marketing, job matching, and urban planning. Minister Lau cautioned against overreliance on AI, stressing that while AI can automate routine tasks, it should not replace critical human thinking, thereby ensuring that AI serves as a tool to augment human insight rather than substitute it.
