Vietnam releases draft document detailing the implementation of the Law on Artificial Intelligence

The Ministry of Science and Technology has submitted a proposal for a Government Decree to detail and guide the implementation of the Law on Artificial Intelligence No. 134/2025/QH15, aiming to establish a comprehensive legal framework for AI development in Vietnam. The decree is driven by political mandates to master strategic technologies and address practical challenges such as deepfakes, ethical risks, and legal liability gaps when AI causes damage. Structured into seven chapters, the draft decree introduces a risk-based management system that classifies AI systems into categories like “high risk” and mandates transparency through labeling AI-generated content. Key features include the establishment of a “Sandbox” controlled testing mechanism to foster innovation, the creation of a National AI Database, and the formation of a National AI Development Fund to support research and SMEs through “vouchers” for computing infrastructure. The proposal emphasizes national autonomy by prioritizing Vietnamese large language models and outlines a decentralized governance structure involving various ministries and local authorities. Scheduled to take effect on 1 March 2026, the decree seeks to align Vietnam’s AI regulations with international standards to enhance global competitiveness while ensuring national security and human rights protection. The consultation closes on 9 February 2026.
