It is reported that Russian businesses are warning that a proposed bill on state regulation of AI could significantly increase costs and limit access to advanced technology if enacted in its current form, as reported by RBC. Over 150 experts, including representatives from major companies like Rosneft and MegaFon, expressed concerns that the bill’s requirements for “sovereign” and “national” AI models, which mandate development and training exclusively within Russia, are technically unfeasible due to insufficient local data and infrastructure. Critics, including the Chamber of Commerce and Industry and the Association of European Businesses, highlighted that no existing models meet the bill’s criteria, as they rely on foreign components. Additional provisions, such as the use of only “trusted” models and adherence to government-defined moral values, were also met with skepticism. The Digital Development Ministry has partially addressed some industry feedback in revisions to the draft, which was publicly discussed from March 18 to April 15, but the bill has yet to be submitted to the Russian parliament.
