Minister Urtasun emphasized that existing measures, such as the Code of Good Practices, are insufficient to address issues where AI models utilize protected works without obtaining consent or providing compensation. He advocated for a regulatory framework that ensures transparency, author consent, and fair remuneration for creators whose works are used in AI training, highlighting the need to limit the extensive use of copyrighted content without proper authorization.
