South Korea to ease 67 AI regulations across ministries

The South Korean Office for Government Policy Coordination has revealed plans to ease 67 regulations across various ministries to foster the development and application of AI technologies, particularly across the four areas of (1) technology development; (2) service utilization; (3) infrastructure; and (4) trust and safety norms. Key measures in technology development include establishing copyright ‘fair use’ guidelines for training data, opening public datasets, allowing AI creations to be registered as industrial property, and simplifying personal data pseudonymization. To enhance service utilization, the government aims to deploy AI-driven administrative tools, expand autonomous driving pilot zones, and streamline robotics approval processes, while infrastructure support will involve relaxing installation mandates for data centers and rationalizing fire safety rules for semiconductor factories. Finally, to ensure trust and safety, the roadmap seeks to reduce business uncertainty by clearly defining criteria for ‘high-impact AI,’ creating a comprehensive strategy designed to address on-site industry challenges and adapt to future technological shifts.
