Vietnam AI law takes effect, first in Southeast Asia

The Vietnamese National Assembly has enacted the country’s first comprehensive Law on Artificial Intelligence (AI), which took effect on 1 March 2026. This legislation establishes a regulatory framework for AI activities, encompassing research, development, deployment, and usage. It introduces a risk-based classification system for AI systems, mandates transparency and labeling requirements, and outlines responsibilities for AI incident management. The law also promotes innovation through mechanisms like sandbox testing, a National AI Development Fund, and startup vouchers. Oversight is centralized under the Ministry of Science and Technology, with high-risk AI systems requiring assessments approved by the Prime Minister. The law includes provisions for administrative fines and emphasizes a balance between regulation and fostering AI growth in Vietnam.
