The UK government has announced it will introduce new legislation to prevent the misuse of AI in creating synthetic child sexual abuse material, following a significant increase in such reports over the past year. The measure, introduced as an amendment to the Crime and Policing Bill, will give ministers powers to designate “approved testers,” such as the civil society organisation Internet Watch Foundation. These will have the power to inspect AI models for vulnerabilities that could allow the creation of illegal material. For background, current criminal liability to create and possess this material means developers cannot carry out safety testing on AI models, and images can only be removed after they have been created and shared online. This measure, one of the first of its kind in the world, ensures AI systems’ safeguards can be robustly tested from the start, to limit its production in the first place.
