South Korea AI Basic Act comes into effect

South Korea’s landmark AI Basic Act has entered into force, alongside enforcement decrees and sub-rules aimed at operationalizing the law. The act establishes a centralised strategy council and an AI Safety Institute to balance innovation with public trust through a compliance-oriented, non-punitive approach. The act applies to three areas: high-impact AI, safety obligations for high-performance AI and transparency requirements for generative AI. To support the industry, the government has introduced wide-ranging R&D measures and a minimum one-year grace period focused on consultation and education rather than sanctions, with no criminal penalties and fines limited to $20,300 for ignored corrective orders.
