Law on Digital Technology Industry passed

Vietnam’s National Assembly has overwhelmingly approved the Law on Digital Technology Industry with 441 out of 445 votes in favour of the law. The law, scheduled to take effect on 1 January 2026, will legalise digital assets and establishing sweeping incentives for semiconductor manufacturing, AI development, and digital technology startups. Notably, the law requires that AI systems remain under human oversight, and categorises AI into high-risk, high-impact, and non-high-risk groups (with high-risk systems subject to strict technical standards and rigorous monitoring). This law also makes Vietnam one of the first countries to comprehensively regulate digital assets through dedicated legislation rather than traditional financial frameworks.
