Kazakhstan introduces AI Regulation Bill

It is reported that Deputies of the Mazhilis, the lower house of Kazakhstan’s parliament, have introduced a draft law titled “On Artificial Intelligence”. The bill proposes (1) a complete ban on digital systems that make decisions without human intervention; (2) categorizes AI systems based on their risk levels, with high-risk systems affecting human life and public administration facing stringent regulations; (3) the establishment of a National AI Platform to support state-led AI development, training, and testing; (4) restrictions on AI systems that assess individuals based on social, biometric, or behavioural characteristics; and (5) ban on AI systems designed to manipulate human behaviour. Violations of these provisions would result in administrative penalties under a newly proposed amendment to the Code of Administrative Offenses. The legislative text of the bill has yet to be revealed to the public.
