It is reported that Japan has established the AI Strategy Headquarters within the Cabinet Office to accelerate the nation’s development and utilization of AI, aiming to formulate a basic policy plan by winter of 2025. Led by Prime Minister Shigeru Ishiba and with Economic Security Minister Minoru Kiuchi appointed as the minister in charge, the headquarters will address Japan’s lagging adoption of AI technologies compared to other countries. A panel of experts will draft guidelines to promote AI research and development domestically, ensuring data security and protecting citizens’ rights. The initiative seeks to balance the benefits of AI, such as increased productivity and solutions to labor shortages, with potential risks like the spread of disinformation and enhanced criminal activities. The AI Law enacted in May 2025 grants the government authority to investigate AI developers in cases of serious infringements on citizens’ rights, though it currently lacks strict penalties for noncompliance.
