Japan Government to investigate sexual deepfake issue, with plans to assess situation based on 2025 AI Law

Chief Cabinet Secretary Minoru Kihara announced at a press conference that the Japanese government plans to launch an investigation into the issue of sexual deepfakes, fake obscene images or videos of real individuals created using generative AI. The government will assess the situation regarding sexual deepfakes — fake obscene images or videos of real individuals created using generative AI — in accordance with the AI Promotion Law enacted in May 2025. The law stipulates that the government will investigate and analyse cases in which citizens’ rights are infringed upon using AI and provide guidance to involved businesses. The government will proceed with analysing incidents and international trends related to sexual deepfakes.
