Japan Digital Agency publishes materials on AI utilisation in government

Japan’s Digital Agency has published its materials from the 2nd Advanced AI Utilization Advisory Board meeting. According to the materials, the Japanese government aims to make Japan the most AI-friendly country in the world by focusing on “Trusted AI,” specifically through accelerating the adoption of generative AI across all central government ministries. As of the end of September 2025, all ministries have either begun using or are considering the use of generative AI, with no major risk incidents reported; the plan now moves toward establishing a system by May 2026 that allows over 100,000 officials to utilize the common environment “Gennai” for daily operations. Specific use cases include improving taxpayer convenience through the National Tax Agency’s chatbot overhaul, while proposed revisions to the “Government AI Procurement and Utilization Guidelines” were introduced to keep pace with technological advancements like video generation and AI agents. These revisions focus on expanding the definition of applicable AI, optimizing risk assessment logic, respecting intellectual property rights, and ensuring consistency with private-sector use cases and international policy trends, signaling the government’s commitment to leading the social implementation of AI.
