The European Commission and High Representative have issued the International Digital Strategy for the EU, including measures concerning emerging technologies such as AI, quantum technologies, and semiconductors. Key points of this strategy include: (1) integrating digital policy into the EU’s external action, positioning digital transformation as a core geopolitical and economic concern; (2) strengthening secure digital infrastructure and advancing technological cooperation with partners through initiatives like AI Factories; (3) recognizing the dual-use nature of AI by integrating it into the EU’s Common Foreign and Security Policy (CFSP) and Common Security and Defence Policy (CSDP); (4) outlining international cooperation on quantum technologies, semiconductors, and cybersecurity for economic resilience and national security; (5) channelling public and private resources to support digital infrastructure, AI applications, and digital public goods via the “Tech Business Offer”; and (6) reaffirming commitment to multilateral digital governance frameworks and advancing global standards for secure, open, and interoperable technologies.
