Congo and Russia strengthen digital and AI cooperation

During a high-level meeting led by Congo Minister Léon Juste Ibombo and a Russian delegation from the Ministry of Posts, Telecommunications and Digital Economy, Congo and Russia have discussed strengthening bilateral collaboration in digital development, innovation, education, and AI. Minister Ibombo highlighted the significance of Russia’s participation in President Denis Sassou Nguesso’s inauguration as a symbol of enduring friendship and discussed the advancement of the African Center for Research in Artificial Intelligence (CARIA), with Russia committing to finance its phases 3 and 4 through a debt-to-development conversion mechanism involving Sberbank. Both parties are working on finalizing documentation for timely fund disbursement to support training programs and digital education initiatives, including the “School 21” program. The meeting also reviewed a memorandum of understanding with the Higher School of Economics, aiming to accelerate implementation of a three-year action plan for AI training and research capacity building, while CARIA’s integration into the AI Alliance was noted as a significant milestone for global collaboration. Minister Ibombo reaffirmed the government’s commitment to digital transformation as a driver of national development, concluding the meeting with optimism about the operational phase of Congo-Russia cooperation focused on innovation and youth development.
