It is reported that the Malaysian Ministry of Communications is considering revising the user threshold for social media platforms to be classified as Application Service Provider Class (ASP(C)) licence holders. Currently, platforms with eight million or more users in Malaysia are automatically registered under this category, as per the Communications and Multimedia Act 1998. This reassessment follows issues with the AI tool “Grok,” which produced harmful content involving women and children, prompting the Malaysian Communications and Multimedia Commission (MCMC) to temporarily restrict access to Grok on 11 January 2026. Communications Minister Datuk Fahmi Fadzil indicated that the MCMC is studying potential adjustments to the user threshold and is also exploring age verification mechanisms for social media users through official documents like MyKad, passport, and MyDigital ID.
