California Governor Gavin Newsom has signed a series of bills targeting child online safety as concerns over the risks associated with AI and social media use keep mounting. Collectively, the bills add required features for platforms and products such as age verification, protocols to address suicide and self-harm, warnings regarding social media and companion chatbots, and stronger penalties for those who profit from illegal deepfakes. Notably, SB 243 is the first state law of its kind and requires chatbots to disclose that they are AI and tell minors every three hours to “take a break.” Chatbots providers will also need to implement tools to protect against harmful behaviours and disclose certain instances to a crisis hotline.
