China’s Cyberspace Administration of China (CAC) has launched a three-month nationwide campaign, “Qinglang: Rectifying the Abuse of AI Technology,” to regulate AI services and applications, promote healthy industry development, and protect citizens’ legitimate rights. The campaign will be conducted in two phases: (1) the first will focus on strengthening the governance of AI technology at its source by cracking down on illegal AI applications, enhancing the management of AI-generated content and its labeling, and urging online platforms to improve their detection and verification capabilities; and (2) the second phase will target prominent issues such as using AI to create and spread rumors, false information, and pornographic content, impersonating others, and engaging in online “troll army” activities, with a focus on cleaning up related illegal and harmful information and penalizing violating accounts, MCN agencies, and online platforms. The CAC has emphasized the importance of this action in preventing the risks of AI technology abuse and safeguarding the legitimate rights and interests of internet users, urging local cyberspace administrations to fulfill their territorial management responsibilities, supervise online platforms to improve their content review mechanisms and technical detection capabilities, and promote public awareness and education on the proper understanding and application of AI technology.
