A partial amendment to the AI Basic Act was introduced to South Korea’s National Assembly. The proposal would establish a verification procedure under Article 31(4) which would require AI businesses to provide copyright holders, as defined in Article 2(7) of the Copyright Act, with a mechanism to verify whether their works have been used as training data for generative AI. The amendment addresses the current absence of a clear process allowing rights holders to determine the use of their content in AI training datasets. The proposed amendment is scheduled to enter into force on 22 January 2026.
