Japan Justice Ministry convenes expert panel to protect celebrity voices from AI use

Japan’s Justice Ministry has convened an expert panel that agreed to protect individuals’ voices under publicity and portrait rights due to the rising unauthorized use of celebrities’ voices by generative AI. This decision was made during the panel’s first meeting focused on civil compensation claims related to the misuse of celebrities’ images and voices. The panel’s mandate is to examine the interpretation and application of tort law regarding infringement of rights such as the right of publicity, taking into account current laws and case law principles, and compile the results. The ministry plans to compile guidelines by this summer to clarify the scope and standards for illegal acts under current law, aiming to facilitate the process for victims of generative AI misuse, including unauthorized “AI covers” of songs and altered images for sexual deepfakes, to file lawsuits.
