Philippines launches initiative to counter disinformation and deepfakes

The Presidential Communications Office (PCO), Department of Information and Communications Technology (DICT), and Department of Justice (DOJ) have signed a memorandum of agreement (MOA) to enhance coordination against fake news, disinformation, and AI-generated deepfakes, establishing a whole-of-government approach to combat false information that threatens public safety, national security, and democratic institutions. The agreement, signed by PCO Acting Secretary Dave M. Gomez, DICT Secretary Henry R. Aguda, and Acting DOJ Secretary Frederick A. Vida, mandates joint efforts to detect, investigate, and prosecute online falsehoods under existing laws, while emphasizing the protection of public discourse and rights. The PCO will lead communications and media literacy campaigns, the DICT will focus on technology engagement and cybersecurity, and the DOJ will handle case evaluations and international coordination against disinformation. An inter-agency steering committee will oversee implementation, ensuring data protection and annual reporting, with a commitment to uphold constitutional freedoms and promote transparency and accountability.
