China unveils roadmap to integrate AI into public procurement

The National Development and Reform Commission (NDRC), China’s primary economic planning body, has released a strategy to accelerate the integration of AI into public procurement processes. The roadmap outlines that by the end of 2026, select provinces will implement AI-driven functions such as irregularity detection, AI-assisted bid evaluation, and identification of collusion in tendering processes, with a nationwide rollout planned by 2028. The plan includes AI tools for analyzing sectoral trends, assessing supply and demand balances, and verifying regulatory compliance during the preparatory phase of public tenders. Additionally, AI systems are expected to detect illegal clauses in tender documents and assist bidders in preparing proposals and assessing contractual risks. The strategy emphasizes that AI-generated conclusions will not replace independent judgment and mandates strict requirements for algorithm registration, review, and security to mitigate risks like lack of transparency and bias.
