South Korea lacks adequate controls for AI chat services, report says

The South Korean parliament’s research unit (National Assembly Research Service) has published a report titled “Dangerous Conversations with Generative AI: Risks of Emotional Dependence and Legislative Challenges for ‘Affected Individuals'”, calling for additional measures to better address social issues arising from the increasing use of conversational services provided by AI companies. The report (1) states that the country’s institutional measures to deal with the risks of emotional dependency among users of interactive AI services are insufficient, despite the fact that South Koreans are among the most active users of such services; (2) calls for measures to ensure users can readily recognize that their conversation partner is an AI program, restrict advice provided by AI services, and amend to relevant provisions of the AI Basic Act; and (3) refers to related legislation in several US states, such as California and Illinois, as examples of efforts to deal with the risks.
